To remind the National Bureau of
Investigation (NBI) its oath of a ten- minute NBI clearance procedure, Senate
Pro-Tempore Ralph Recto gave his official statement last January 14.
The NBI guaranteed, in a
deliberation held on the 2014 national budget last year, its commitment to
Congress of a quick process of each NBI clearance in exchange for its
Php940-million budget under the General Appropriations Act (GAA).
Recto said that the NBI issued a
promissory note to the Congress and to
the public, stating their goal of processing 5, 354, 000 clearance applications
it will receive this year within 10 minutes and requesting for such amount in return.
He also noted that the agency’s
failure to meet the stated agreement with the GAA, will mean violation of the
law.
“And this promise is now part of
the law. Let me quote the pertinent line in Page 444 of RA 10633 or the General
Appropriations Act for 2014 : “Percentage of applications processed within 10
minutes of receipt : 50 percent,” Recto said.
Justice Secretary Leila De Lima, on
the other hand declared NBI’s newly- launched faster clearance system which is
meant to lessen numerous complaints and criticisms from the long lines of
applicants.
But according to latest reports,
applicants are still experiencing tedious hours of waiting to get the said copy
of government document.
